What is Share to Shape Our Capital?
Share to Shape Our Capital was the largest strategic planning consultation ever undertaken by the City of Perth with the aim of developing a dynamic and sustainable long-term vision for Perth City.
From 15 March to 13 April 2017, people who work, live, shop, study and play in Perth City were invited to participate in the Share to Shape Our Capital consultation program.
The program was designed to canvass the broadest possible range of opinions and ideas on what people love about our city, what they think can be improved and how their capital city can become even more amazing.
What is the Strategic Community Plan?
The Strategic Community Plan outlines the direction for Perth over the next ten years. The vision, goals and strategic objectives identified in the strategic plan will then inform the City’s other strategies and policies as part of its integrated planning framework.
The City of Perth is required by the Local Government Act to conduct a major review of its Strategic Community Plan every four years, setting out a vision for the next decade.
How did people participate in the consultation?
Share to Shape Our Capital ran over four weeks, and canvassed community feedback via a variety of online and face to face methods.
Social media (Facebook, Instagram, Twitter and YouTube), sharetoshape.com.au, online surveys and workshops were all used to reach as broad an audience as possible.
Pop Up Opinion Lounges were set up at 12 locations across the city during the four week consultation.
Five stakeholder workshops were held, each one focusing on a theme – people, economy, culture, city form, movement and the environment.
Three ‘sector specific’ sessions were held focusing on (1) hospitality, exhibitions and conferences; (2) sport, recreation and entertainment; and (3) culture and the arts.
Five ‘Round Table’ discussions were held, on the topics of schools, Local Government, tertiary education, places of spiritual worship, and community organisations.
Three ‘Open Workshops’ were also held for members of the community.
Why did Share to Shape Our Capital not just ask City of Perth ratepayers for their input?
The new City of Perth Act 2016 requires the City to engage with not only its ratepayers, residents and property owners but to widen its scope to include visitors, workers and any citizen that has an interest in the future of Western Australia’s capital city.
Therefore, the Share to Shape Our Capital approach went beyond engaging with the City of Perth’s property owners and residents, and encouraged input from all users of the city (including visitors, workers and tourists). It was important to expand the reach of the project beyond the Local Government boundary, as befits a capital city.
What happens next?
The information collected during the Share to Shape Our Capital consultation was summarised in the Share to Shape Strategic Community Plan Synthesis Report.
The Share to Shape Collaboration Group then reviewed that report during a series of workshops, and identified a series of goals and strategic objectives that would form the basis of the Strategic Community Plan. The Strategic Community Plan will be presented to Council for endorsement on 28 June 2017.
